Should you be on Residential Electric Service?
The hour of day does not change what you pay here — the month does. Running the same house through the full year, July costs about $129 and February about $74. That $55 swing is part rate and part weather, and it is the reason a budget built on your spring bill will break in July.
Before a single kilowatt-hour moves, this plan charges $97 a year in fixed fees. On the apartment above that is 15% of the whole bill; on the house with a car charging in it, 6%. Fixed charges are invisible in a cents-per-kWh comparison and they punish small users hardest — if you use very little electricity, the headline rate is the least important number on this page.

At all points throughout the territory served by the Company (except the Fifteenth Ward of the City of New Orleans) where facilities of adequate capacity and suitable phase and voltage are adjacent to the premises to be served, and service is taken according to the Service Standards and Service Regulations of the Company. Where facilities of adequate capacity and suitable phase and voltage are not adjacent to the premises to be served, Company may, at its option, require a contribution, higher minimum bill, facilities charge, or other compensation to make service available.
